The question behind this page
"If I put a crystal or 3D number plate on my car, will JPJ saman me? The seller says it's lulus JPJ. Is that true?"
Key Takeaways
- Raised characters are not banned. JPJ allows white characters that are stuck on or embossed on a black plate.
- What JPJ actually checks: Arial Bold, 70 mm tall, 40 mm wide, 10 mm stroke, 10 mm gaps, white on black for private cars.
- Most crystal, 3D and mirror plates fail on colour, font or size, not on being raised.
- We found no JPJ approval scheme for ordinary plate styles, so "lulus JPJ" on a listing is the seller's word, not JPJ's.
- Reported penalties range from a compound of up to RM250 or RM300 to a court fine of up to RM2,000 or six months' jail.
- Crystal plates are perfectly fine off the road: wall display, showroom, static car show, gift, keychain, collection.

Disclaimer: This is general information, not legal advice. It is based on JPJ's published plate specification and news reports of JPJ and police enforcement. Rules and compound amounts change, and the final call on any plate is made by JPJ officers and the courts. If you plan to drive with a plate on a public road, confirm with JPJ first. Last checked October 2026.
The short answer
A crystal or 3D number plate is not legal just because it looks premium, and it is not illegal just because the characters are raised. JPJ judges a plate by its colour, font, character size and spacing. Most crystal plates sold in Malaysia change at least one of those, which is why they get booked.
We make and sell crystal and mirror plates at UMAKE, so we would rather you hear this from us before you buy: if you want a plate for the road, the safe choice is a plain plate that matches JPJ's numbers exactly. If you want the crystal look, enjoy it where road rules do not apply.
What the law actually requires

Number plates in Malaysia are governed by the Motor Vehicles (Registration and Licensing) Rules 1959 (Kaedah-Kaedah Kenderaan Motor (Pendaftaran dan Pelesenan) 1959), made under the Road Transport Act 1987. JPJ's own specification page says plates must meet set standards for size, font, colour and material, and then gives these numbers:
| Item | Cars and other vehicles (not motorcycles) | Motorcycles |
|---|---|---|
| Font | Arial Bold | Arial Bold |
| Character height | 70 mm | 40 mm |
| Stroke width | 10 mm | 7 mm |
| Width per character (except "1") | 40 mm | 30 mm |
| Gap between characters | 10 mm | 10 mm |
| Gap between rows (two-line plate) | 10 mm | 10 mm |
JPJ then lists three permitted plate forms:
- White letters and numbers, stuck on ("dilekatkan") or embossed, on a black plate. This is the normal private car plate.
- White letters and numbers, stuck on or embossed, on a red plate, for embassy, UN and International Natural Rubber Association vehicles.
- Black embossed letters and numbers on a white plate, for taxis and rental cars.
Rule 6(7), as reported in a 2025 JPJ Kedah case, also says the registration number must be displayed according to the rules and be easy to see clearly. Notice what the specification does not say: it does not list a material, a plate thickness or approved suppliers for ordinary plates. It just gives the numbers above.
The EV exception: JPJePlate
Since 9 September 2024, newly registered zero-emission vehicles must use the JPJePlate. It is a white aluminium plate with black embossed characters, a green index code, the Malaysian flag, a holographic strip, a laser-etched serial number, an embedded RFID chip and anti-theft screws. JPJ's FAQ names Handal Ceria Sdn Bhd as the appointed supplier, and a full set costs RM98. If you drive an EV registered after that date, a crystal plate is not an option for the road.
Crystal, 3D and mirror plates: where they fall short

"Crystal", "3D", "timbul" and "mirror" describe a look, not a legal category. JPJ has not, as far as we could find, published anything that names crystal plates specifically. So the honest way to judge one is to hold it against each line of the specification.
| Feature | What JPJ's spec says | Where crystal and 3D plates usually slip |
|---|---|---|
| Raised characters | Stuck-on or embossed white characters are allowed | Not a problem by itself |
| Colour | White on black (private) | Clear, chrome or mirror-finish characters may not read as "white". This is a grey area |
| Font | Arial Bold | Many plates offer a menu of stylish fonts. Anything other than Arial Bold is outside the spec |
| Size | 70 mm tall, 40 mm wide, 10 mm stroke | Short, slim or "XS" plates often shrink the characters to fit |
| Spacing | 10 mm between characters | Tight or uneven spacing to make numbers look like words |
| Extras | Nothing in the spec beyond the characters | LEDs, logos, flags or slogans add risk |
The colour question is the genuinely ambiguous one. A crystal character on a black plate can look white, silver or almost see-through depending on the light. We cannot tell you how a particular officer will read it, and neither can a seller. If your plate otherwise matches every number in the table, that is a fair question to put to your nearest JPJ office before you fit it.

Flat "mirror" or "tanam dalam" plates face the same checks: white characters, black background, Arial Bold, right size.
Does "lulus JPJ" on a listing mean anything?
For ordinary petrol and diesel vehicles, we found no JPJ scheme that approves, certifies or licenses individual plate makers or plate designs. JPJ publishes the specification. A plate on your car either meets it or does not, and the officer at the roadside decides.
That means "lulus JPJ", "JPJ approved" or "ikut spec JPJ" on a marketplace listing is the seller's own claim. It might be accurate for a plain plate made exactly to the numbers above. On a crystal plate with a fancy font, it is not something the seller can promise. The one plate that does come through a JPJ-appointed channel is the JPJePlate for EVs, and even there, news reports in 2024 described unauthorised sellers charging more than double the official RM98 price.
A simple test: ask the seller for the character height, stroke width and font in writing. No "70 mm, 10 mm, Arial Bold", no meaning.
Fines, roadblocks and PUSPAKOM

JPJ and the police do run operations against non-standard plates, and the public can report them. Some examples from the record:
- June 2022, Shah Alam: JPJ Selangor acted against 35 vehicles in one night. The director cited Rule 6 of the 1959 Rules and Section 119(2) of the Road Transport Act 1987: a compound of up to RM250, or in court a fine of up to RM2,000, up to six months' jail, or both. Owners also got a PG1 prohibition notice with 10 days to fix the plate.
- January 2025, Kedah: a driver on the North-South Expressway was booked under Rule 6(7) for a plate styled to look like her name, with a compound of up to RM300, a JPJ notice and a directive for the car to be inspected under Section 61(1). JPJ Kedah's director said anyone who modifies their plate this way will still be summonsed.
- May 2022, Terengganu: police held three cars with plates spaced to read "MIRA", "DINA" and "J3H3", investigated under Section 108(3)(b), which carries a fine of RM5,000 to RM20,000 and one to five years' jail.
Other reports, including a 2022 study covered by Malay Mail and a 2021 JPJ reminder, cite Section 14(4) of the Road Transport Act with a fine of RM300 to RM3,000. The figures differ because different provisions get used. JPJ has also asked the public to send photos of fancy plates to aduantrafik@jpj.gov.my, so a plate can be reported even if no roadblock stops you.
What about PUSPAKOM?
We could not find a published PUSPAKOM rule that fails a car for plate style. B5 (ownership transfer) and periodic inspections verify the registration, chassis and engine numbers against your documents. Where PUSPAKOM can come in is after JPJ acts: in the Kedah case above, the notice came with an order to send the car for inspection.
How to get a plate that matches the spec

If the plate is going on a car you drive on public roads, keep it boring. Here is a checklist you can take to any plate maker, including us:
- Colour: white characters on a black plate (private car). Red or white backgrounds are for the special categories JPJ lists.
- Font: Arial Bold. Not a "sporty", "italic" or "classic" variant.
- Size: 70 mm tall characters, 10 mm stroke, 40 mm wide per character except "1". Motorcycles: 40 mm, 7 mm and 30 mm.
- Spacing: 10 mm between characters and 10 mm between rows on a two-line plate. No squeezing to spell a word.
- Nothing extra: no LED, flags, slogans or logos on the plate face.
- Clearly visible: no tinted covers or frames that hide part of a character.
- Measure it: when the plate arrives, put a steel ruler on it. If a character is 60 mm tall, it is not to spec, whatever the listing said.
- If in doubt, ask JPJ: the call centre is 03-8000 8000, or visit a JPJ branch with the plate.

Where crystal and 3D plates are perfectly fine

The plate rules are about the registration mark on a vehicle on the road. Off the road, a crystal plate is just a nice object, and that is where it shines:
- Wall display: your first car's number, or the number you bid for, mounted in the garage, office or room.
- Showroom and shop display: to show plate styles or dress a display car indoors.
- Static car shows: fit it while parked for judging, then swap your road plate back before driving off.
- Gifts: a personalised plate for a car-mad friend or partner. It pairs well with our ideas on choosing a lucky car plate number.
- Keychains and desk pieces: small replicas carry no road-rule risk at all.
- Collections: next to scale models in a diecast display case.
- Off-road use: vehicles used only on private land or a closed circuit, subject to the venue's own rules.
For things that legally belong on or in the car, our car accessories guide and road tax holder guide cover the options.

Frequently Asked Questions
Is a crystal number plate legal in Malaysia?
Not automatically, and usually not as sold. JPJ asks for white Arial Bold characters, 70 mm tall and 40 mm wide, on a black plate. Most crystal plates change the colour, font or size. Even one that matched every number is untested, since JPJ has not ruled on crystal characters, so ask JPJ first.
Are 3D or raised (timbul) characters allowed by JPJ?
Raised characters on their own are not the problem. JPJ's page lists white characters that are stuck on ("dilekatkan") or embossed on a black plate as one of the permitted forms. What gets cars booked is a wrong font, smaller or squeezed characters, odd spacing or a colour that is not white.
What does "lulus JPJ" mean when a seller says it?
For ordinary petrol and diesel cars, we found no JPJ approval scheme for plate makers or styles. JPJ publishes a specification and your plate either meets it or not, so "lulus JPJ" is the seller's own claim. Only the EV JPJePlate has a JPJ-appointed supplier.
What is the fine for a non-standard number plate?
It depends on the provision used. JPJ has cited a compound of up to RM250 (one 2025 case: up to RM300), or in court a fine of up to RM2,000, up to six months' jail, or both. Reports citing Section 14(4) of the Road Transport Act 1987 give RM300 to RM3,000. Plates spaced to spell words have drawn far heavier charges.
Will my car fail PUSPAKOM with a crystal plate?
We found no published PUSPAKOM rule that fails a car for plate style; inspections verify the registration number against your documents. The bigger risk is JPJ on the road, which in a 2025 Kedah case also ordered the car sent for inspection.
Can I put a crystal plate on my EV?
Not on the road. If your zero-emission vehicle was registered from 9 September 2024, the JPJePlate is mandatory, with its hologram, serial number and RFID chip. Swapping it for a crystal plate removes an official security plate.
What size must the letters on a Malaysian car plate be?
For vehicles other than motorcycles, JPJ specifies Arial Bold characters 70 mm tall, each 40 mm wide (except the digit 1), with a 10 mm stroke, 10 mm between characters and 10 mm between rows on a two-line plate. Motorcycles use 40 mm tall characters, 30 mm wide, with a 7 mm stroke and the same 10 mm gaps.
Where can I use a crystal plate without breaking the rules?
Anywhere it is not your registration plate on a public road: a wall display, a showroom, a static car show (swap back before driving off), a gift, a keychain or a collection shelf.
